Blocked request types

Define categories of request no flow should ever fulfill, regardless of tool or team.

Blocked request types are a hard stop that applies before any flow is matched: a safety net under the whole system, not a per-flow setting. If a request matches a blocked category, it's refused and logged, regardless of which desk it came from.

Common categories: customer PII export, payroll data, source code to an unapproved vendor, legal advice to customers. These are usually set once by Legal or Security and rarely change.
